Step-by-Step Guide to Purchasing an Action Receiver Kit via Mail Order in New Zealand

You must have a current & valid NZ Firearms or Dealers licence to complete all purchases.

For customers purchasing an action receiver kit within New Zealand via mail order, all parties (buyer, seller, and Firearms Licensing Authority) must follow specific legal steps. This information is indicative only and you must check all legal requirements for yourself. Below is a brief overview of what you may experience during this process:

Step 1: Choose an Action Receiver Kit and Confirm Availability

  • The buyer selects an action receiver kit or firearm part from a licenced firearms dealer or private seller
  • The seller confirms that the action receiver kit is available for sale and informs the buyer of any specific requirements.

Step 2: Completion of a Mail Order Form (FRM43A) from NZ Firearms Safety Authority [we have our Supplier details pre-filled for your convenience]

  • Download the form, complete, then print or MAKE A COPY & SAVE.
  • The buyer must complete a Mail Order or Internet Sales Form (FRM43A) from the New Zealand Firearms Authority website or at a local police station.
  • The form includes details of the firearm part or items to be purchased, the seller and the buyer.

  • The buyer visits their nominated NZ Police Arms Office in person with all listed requirements detailed on their mail order form.
  • A Police Arms Officer will verify the buyer’s firearms licence and suitability to purchase the firearm part.
  • The Police may also conduct additional background checks.

Step 4: Police Approval & Endorsement

  • If the application is successful, the Police will sign and endorse the FRM43A form.
  • This approval is typically processed within 3–5 working days but may take longer.

Step 5: NZ Police Send Approved Form directly to both the buyer and Seller

  • The NZ Police will send the endorsed FRM43A form to the buyer and seller, either via email (scanned copy) or physical mail.

Step 6: Seller Confirms Approval & Prepares Shipment invoicing for payment prior to release of goods

  • The seller verifies that the form has been properly endorsed by the Police before proceeding with the completion of the sale & shipping processes.
  • The seller must keep a copy of the approved form for their records.
  • The seller packages the firearm parts securely for shipment.

  • The firearm must be shipped using a Police-approved courier service (e.g. NZ Couriers, Aramex).
  • The shipment should be tracked and signed for upon delivery, to the specified Dealer or appropriate authority on the FRM43A form to receive the items.

Step 8: Delivery to a Licensed Firearms Dealer for Buyer Collection

  • The firearm will be shipped to a local licensed firearms dealer (not directly to the buyer's personal address).
  • The buyer must visit the dealer in person to collect the firearm.
  • Upon collection, the buyer must present their Firearms Licence and a copy of the Police-approved FRM43A form.
  • The dealer will verify the buyer’s identity and licence before releasing the firearm parts or items.
